On August 22, at around 1:30 p.m., a man was fishing at the Potomac River, when someone started shooting in his direction, according to the Stafford County Sheriff's Office.
The victim was unharmed, but police went to look for the suspect, who was described as wearing black pants and no shirts, officials said.
Officer arrived at a residence on Brent Point Road, where they found multiple fresh shotgun shells on the property, authorities said.
Law enforcement entered the home and found 33-year-old James Bennett III, drunk on his bathroom floor with a large shotgun in the bathtub next to him, police reported.
Although the suspect denied his involvement in the incident, the evidence in Bennett's home, as well as a video of the suspect taken by the victim, proved that Bennett was the shooter, officials said.
Police said Bennett was charged with possession of a firearm by a convicted felon, ammunition possession by a felon, and reckless handling of a firearm.
He was held at the Rappahannock Regional Jail without bond, authorities said.
